The LPC, or the Lower Photovoltaic Contingency, is a human organization [potentially initially formed for] the creation of Experiment 33018.

(Notes: they seem less fleshed out in plot. Their ends conflate Gronks and Humans. They are seen as one of the more bureacratic nightmares by the fandom.)

Members

Connie - A ruthless LPC agent who responsible for pursuing Emile after his relationship to Dundra becomes well-known. Connie displays obvious pleasure at harming or killing her fellow humans. However, her psychopathic leanings are tolerated by her superiors because of the contrast with Kallisto's aversion to getting their hands dirty.

Glenn - An LPC agent who servers as a bodyguard at the failed peace talks. Ricket's boyfriend.

Ricket - An LPC agent who servers as a bodyguard at the failed peace talks. Glenn's boyfriend.

Reeve - A handsome and dashing LPC soldier who is supposedly killed at a battle on Nomalis.

Development

In the Art Book or Art Book (2011), the LPC's name was originally going to be "Lower People's Contingency." This name was changed as it was considered to spoil the twist.
